Re-enables and fixes the script_assets_test by changing feature_taproot.py to include the genesis block hash when dumping the json tests.
Requires the json file from https://github.com/ElementsProject/qa-assets/pull/1

fa3e0da06b policy: Treat taproot as always active (MarcoFalke)
Pull request description:
Now that taproot is active, it can be treated as if it was always active for policy for the next major release. This simplifies the code and changes two things:
* Importing `tr` descriptors can be done before the chain is fully synced. This is fine, because the wallet will already generate `tr` descriptors by default (regardless of the taproot status) after commit 47fe7445e7.
* Valid taproot spends won't be rejected from the mempool before taproot is active. This is strictly speaking a bugfix after commit 47fe7445e7, since the wallet may generate taproot spends before the chain is fully synced. For example, a slow node or a purposefully offline node. Currently, the wallet needs the mempool to account for change. See https://github.com/bitcoin/bitcoin/issues/11887.
A similar change was done for segwit v0 in https://github.com/bitcoin/bitcoin/pull/13120 .
This effectively reverts commit c5ec0367d7.

Passing a list of transactions `txlist` to `create_block` appends
them to the block, hence we don't need to do that manually anymore.
The merkle root calculation can also be removed, since this is done
in the end of the helper.

Pull request description:
This PR adds code to `test/functional/feature_taproot.py` which runs through a (deterministic) scenario covering several aspects of the wallet side of BIP341 (scriptPubKey computation from keys/scripts, control block computation, key path spending), with the ability to output test vectors in mediawiki format based on this scenario. The generated tests are then also included directly in `src/test/script_tests.cpp` and `src/test/script_standard_tests.cpp`.
I intend to add these test vectors to BIP341 itself: https://github.com/bitcoin/bips/pull/1225

This does the following:
* Adds a rfc6979 argument to test_framework/key.py's sign_ecdsa to
select (deterministic) RFC6979-based nonce generation.
* Add a flag in feature_taproot.py's framework called "deterministic".
* Make the Schnorr signing in feature_taproot.py randomized by default,
reverting to the old deterministic (aux_rnd=0x0000...00) behavior
if the deterministic context flag is set.
* Make the ECDSA signing in feature_taproot.py use RFC6979-based nonces
when the deterministic context flag is set (keeping the old randomized
behavior otherwise).
The previous diff touched most files in ./test/, so bump the headers to
avoid having to touch them again for a bump later.

This forward-ports the new Taproot sighash but does not fix a couple
22-blocked TODOs related to the MissingDataBehavior enum. Should be fixed
in a followup commit.
One nontrivial change I had to make was feeding the genesis hash to SignTransaction
(the "global" one in script/sign.cpp) so that it could correctly compute
the sighash at signing time.
Surprisingly easy to do. Almost all of the diff resolution was mechanically
* replacing boost::variant with std::variant
* replacing Optional with std::optional
* then replacing `nullopt` with `std::nullopt`
* updating the RPC functions for the new RPCArg::Default type
* update the tests/ directory to make new (since 22) tests use arrays for
createrawtransaction outputs
* other ad-hoc changes to function parameters etc (not too many of these)
I had to "really" change the code in PrecomputePSBTData, which was introduced
in 22.0 and affected by PSET, but this function was like 8 lines long so it
was easy.
Reviewing the diff may be a bit difficult because of the mix of mechanical
changes and ad-hoc things. Probably the most straightforward thing to do
is to redo the merge, `sed -i` to fix the boost::variant and Optional stuff,
then diff the remaining conflicts against this commit.
TODO: grep for `blindpsbt` and you will see that this RPC is still referenced
in documentation and help text even though it was deleted. Need to fix this
in 0.21 in a separate PR.

Several conflicts in the C++ code related to the new `flags` parameter
to `CheckSignature` and the corresponding function being renamed upstream
to `CheckSignatureECDSA`.
Several conflicts in the test harness as Steven sorta pulled the new
upstream ECKey module into the Python code, and the actual upstream
code was slightly different. Also needed to update the feature_taproot
code to always use the non-RANGEPROOF sighash since dynafed is not
enabled in the Taproot test.
Also had to pull the `set_wif` method out of `ECKey` and inline it because
otherwise it triggers a "circular inclusion" error between script.py (which
would pull in `base58_to_bytes` from address.py) and address.py (which now
pulls in some taproot EC related stuff from script.py).
Noticed that #960 does not test the "sighash rangeproof flag set but no
witnesses" case.
