Felix Walter 6775fd8782 aap1: Set admin. config flag on all bundles if no BDM secret set ... This makes aap-config / aap_config.py (AAPv1) work again in the default configuration (debug build, default BDM, no secret set). This way, pre-existing documentation (YouTube videos, ...) stays usable. The security properties will not be impacted by this change as AAPv2 clients will be able to do administrative actions anyways if no secret is set.
