macaroons: add super macaroon helpers 
Introduce helper functions in the macaroons package to manage super
macaroon files and permissions. Add SuperMacaroonExists,
MacaroonMatchesPermissions, and BakeAndWriteSuperMacaroon.

multi: move macaroon helpers to macaroons dir 
... and out of the `sessions` directory. This is to avoid import cycles
when we start explicitly linking accounts to sessions.
