Google APIs 36533b09a6 fix: upgrade gRPC service registration func 
An update to Go gRPC Protobuf generation will change service registration function signatures to use an interface instead of a concrete type in generated .pb.go service files. This change should affect very few client library users. See release notes advisories in https://github.com/googleapis/google-cloud-go/pull/11025.

Eventarc API Logging Integration

The proto files in this directory serve as documentation for the format of the logs for the Eventarc API. These are not currently published as libraries. (Libraries may be available in some languages where appropriate, but not to the same degree of coverage as the Google Cloud Client Libraries used to make API calls.) Language-specific options may be added later, in order to facilitate library publication.
