Hennadii Stepanov 501aceefcf ci: Remove no longer needed workaround for GHA Windows images ... GHA Windows images previously had multiple VC Build Tools installed, which required specifying the `VCPKG_PLATFORM_TOOLSET_VERSION` explicitly to avoid linker errors.
