Pull request description:
This adds an RPC method to fetch a block directly from a peer. This can used to fetch stale blocks with lower proof of work that are normally ignored by the node (`headers-only` in `getchaintips`).
Usage:
```
bitcoin-cli getblockfrompeer HASH peer_n
```

Limitations:
* you have to specify which peer to fetch the block from
* the node must already have the header

The test has also been changed such that when the node is restarted with a
high mempoolMinFee, the estimatesmartfee still returns a feeRate greater

Similar to https://github.com/bitcoin/bitcoin/pull/18398, this PR gives the RPCExamples in the RPC category "Util" (that currently contains `createmultisig`, `deriveaddresses`, `estimatesmartfee`, `getdescriptorinfo`, `signmessagewithprivkey`, `validateaddress`, `verifymessage`) some love by fixing one broken and adding three missing examples:
- fixed `HelpExampleRpc` for `createmultisig` (disturbing escape characters and quotation marks)
- added missing `HelpExampleRpc` for
- `deriveaddresses` (also put descriptor in a new string constant)
- `estimatesmartfee`
- `getdescriptorinfo` (also put descriptor in a new string constant)

What an awful PR. This introduces Python-like runtime failures into the
RPC interface in case there are type mismatches between the documentation
and every possible return value from every RPC call. I fixed all the errors
that are triggered by the existing tests but there will be a long tail of
errors to come, I'm sure.
Provides DeploymentEnabled, DeploymentActiveAt, and DeploymentActiveAfter
helpers for checking the status of buried deployments. Can be overloaded
so the same syntax works for non-buried deployments, allowing future
soft forks to be changed from signalled to buried deployments without
having to touch the implementation code.
Replaces IsWitnessEnabled and IsScriptWitnessEnabled.
Made some edits to rpc/client.cpp on the advice of test/functional/rpc_help.py
to make the "RPC conversion tables" consistent, but I have no idea what these
tables are or what they're for. I assume, given that nobody has noticed these
inconsistencies ever, that they're fine.
Pass in chainman instead of prev_block so that we can enforce the
block.hashPrevBlock refers to prev_block invariant in the function
itself.
We should probably rethink BlockAssembler's API and somehow include
commitment regeneration functionality in there. Something like a variant
of CreateNewBlock that takes in a std::vector<TxRef> and return a CBlock
instead of CBlockTemplate. That could avoid reaching for
LookupBlockIndex at all.
