FIXME the consensus library inherited from upstream has to be updated to work with other assets,
comments out this failing test assertion until it can be fixed
GetHash now manually implemented for CBlockHeader. SER_GETHASH removed,
so CProof now always serializes `solution`. CBlockHeader::GetHash copies
from Serialize, but only includes `challenge` of CProof, and no signblock witness
This needs to be tested with liquidv1 chain
The main difference is that there is now explicit simplicity deallocation functions to go with the allocation functions in the API.
There are some minor changes to error message text.
The deserialization code is now automatically generated.
The are some other minor internal changes.
Compare the expected script error, parsed from JSON, with the actual
error that VerifyScript returns. If the JSON does not include an
expected error, then skip this check.
Take the existing function to parse script errors and extend it to parse
Elements errors. SCRIPT_ERR_ERROR_COUNT is not included because it is a
pseudo error.
Re-enables and fixes the script_assets_test by changing feature_taproot.py to include the genesis block hash when dumping the json tests.

Since the kernel library no longer depends on the system file, move it
to the common library instead in accordance to the diagram in
doc/design/libraries.md.
The fs.* files are already part of the libbitcoin_util library. With the
introduction of the fs_helpers.* it makes sense to move fs.* into the
util/ directory as well.

Pull request description:
- Move random test utilities from `setup_common` to a new `random` file, as many tests don't use this code.
- Create a helper to generate semi-random CAmounts up to `MONEY_RANGE` rather than only uint32, and use the helper in the unit tests.
- De-duplicate a shared `add_coin` method by extracting it to a `coins` test utility.
