Instead of creating a redeemScript with CreateMultisigRedeemscript and
then getting the destination with AddAndGetDestinationForScript, do
both in the same function.
CreateMultisigRedeemscript is changed to AddAndGetMultisigDestination.
It creates the redeemScript and returns it via an output parameter. Then
it calls AddAndGetDestinationForScript to add the destination to the
keystore and get the proper destination.
This allows us to inspect the public keys in the redeemScript before creating
the destination so that the correct destination is used when uncompressed
pubkeys are in the multisig.

When converttopsbt is called with a signed transaction, it either fails with "TX decode failed" if one or more inputs were segwit, or "Inputs must not have scriptSigs and scriptWitnesses" otherwise.
Since no effort is made by the test to ensure the inputs are segwit or not, avoid checking the exact message used.
The error code is still checked to ensure it is of the correct kind of failure.

This is technically not 100% correct since if blinded addresses are
turned off, it will create a normal address for "blech32".
But it's the simplest thing to do.
I also moved some RPC methods that were not at the end of the file with
the other ELEMENTS RPC methods. This makes the diff on my machine look
crazy. Let's hope GitHub has more intelligent diffs..

We're not really supporting PSBT for Elements yet. The `rpc_psbt.py` integration test is disabled because of this; that's also why we didn't catch this. It's fixed upstream.
I added an extra test to catch the error, but it's not actually executed.
@instagibbs, up to you to decide if it's worth having this patched right now. I cherry-picked that fix commit literally from the catchup PR I'm working on, so if we don't patch it here, it will get patched while catching up.
