Merge bitcoin-core/gui#686 : clang-tidy: Force checks for headers in src/qt
...
7b7cd1124469eacf2c5ebitcoin/bitcoin#26705 and contains only changes in `src/qt`.
Effectively, it fixes the clang-tidy's `modernize-use-default-member-init` errors, and forces clang-tidy checks for all headers in the `src/qt` directory.

This commit removes BIP70 support. Since this was the only thing our
payment sernver supported (we had previously dropped support for
bitcoin: urls) I also dropped all the paymentrequest logic.

Get rid of PendingWalletTx class.

No reason for this class to exist if it doesn't have any code to run in the
destructor. e10e1e8db0https://github.com/bitcoin/bitcoin/pull/16208 recently removed code destructor
code that would return an unused key if the transaction wasn't committed.

This patch adds a --disable-bip70 configure option that disables BIP70
payment request support. When disabled, this removes the dependency of
the GUI on OpenSSL and Protobuf.

[wallet] Construct CWalletTx objects in CommitTransaction

Construct CWalletTx objects in CWallet::CommitTransaction, instead of having
callers do it. This ensures CWalletTx objects are constructed in a uniform way
and all fields are set.
This also makes it possible to avoid confusing and wasteful CWalletTx copies in
https://github.com/bitcoin/bitcoin/pull/9381
There is no change in behavior.

QT_NO_KEYWORDS prevents Qt from defining the `foreach`, `signals`,
`slots` and `emit` macros.
Avoid overlap between Qt macros and boost - for example #undef hackiness
