Pull request description:
Currently using liquidtestnet requires a big config file, which is error-prone and uncomfortable for users, this MR adds support for just using `-chain=liquidtestnet`.
There are a few things that need to be discussed/addressed
1. Main port (currently set to 18891 because that's the one used originally, and the one that's configured in `liquidtestnet.com`)
1. RPC and extra ports, I just chose some non-overlapping ports that are "close" to the ones in the other liquid/elements networks.
1. Icon color, I just used something different than `liquidv1` and `elementsregtest`, suggestions accepted 😉
1. `liquid-testnet.blockstream.com` is still using port 18892, it will be changed to 18891 soon.
1. both seeds are just CNAME dns records at the moment, they should be changed to real seed nodes (no changes in code required, but important for review)

Edit: this PR is know including the removal of `NSRequiresAquaSystemAppearance` on Info.plist file so that the color fix is apply to every build.

This is broken in multiple ways, does not exist in 0.14, appears in an
unreviewed mega-PR "porting" from a version of liquid-qt that I cannot
track down, and apparently has caused a fair bit of follow-on trouble
with icon integration.
Just put the icons in the repo like upstream does.
The committed icons were built using the Makefile prior to this
commit, starting from ./share/pixmaps/nsis-wizard.svg and
./src/qt/res/src/bitcoin.svg. They should be recreated manually
if they need to be changed in the future.
Now that we are using Focal for gitian builds, and have NSIS 3.0+
available (also in Guix), we can create installers that support unicode.
Unicode is only becoming the default beginning with the 3.07 release,
https://nsis.sourceforge.io/Docs/AppendixF.html#v3.07-cl,
so we need to set this attribute to get support.

We would have to had to have bumped to at least 10.13 in any case, as Qt 5.15 (#19716) [requires 10.13+](https://doc.qt.io/qt-5/supported-platforms.html).

Removes the leading 0 from the version number. The minor version, which
we had been using as the major version, is now the major version. The
revision, which we had been using as the minor version, is now the minor
version. The revision number is dropped. The build number is promoted to
being part of the version number. This also avoids issues where it was
accidentally not included in the version number.
The CLIENT_VERSION remains the same format as previous as previously,
the Major version was 0 so that was never a factor in CLIENT_VERSION.
