test: fix feature_taphash_pegins_issuances.py

The first transaction was failing with bad-txns-inputs-missingorspent
because the "input" selected with fundrawtransaction was the
anyonecanspend initialfreecoins.

Fixed by first spending the initialfreecoins to "real" outputs.
