Rusty Russell 8087ab456c lightningd: don't attach an anchor at all if feerate already sufficient. ... We're about to fix the feerate calculations in various places, and one side effect is that we end up trying to add an empty anchor if none is necessary (and failing, but we log a nasty message about it).
