Rusty Russell 43e5ef3cc4 libplugin: don't call callbacks if cmd completed before response. 
This can particularly happen with commando:

Plugin Directory

Any file in this directory which is executable and whose name only consists of alphanumeric characters, space, '.', '-' or '_' will be automatically loaded when lightningd starts (unless suppressed with commandline options).
